After a weekend of long negotiations, the House Republicans have finally drafted a bill which would provide funding for the government in hopes of avoiding a government shutdown.

The proposed bill, "Continuing Appropriations and Border Security Enhancement Act, 2024," was introduced by House Republican Rep. Byron Donalds of Florida which struck a deal between the House Freedom Caucus, more of the conservative part of the party and the remaining House Republicans, who lean more moderate.  In the proposed bill, the government would continue to be funded but reduced by 8.1285% and therefore $1.59 trillion would be authorized to be spent until October 31st when another agreement would need to be voted on.

The bill reads, “This Act shall be implemented so that only the most limited funding action of that permitted in the Act shall be taken in order to provide for [the] continuation of projects and activities." However, this bill also includes strong language from the Secure the Border Act of 2023, which was passed by the House last year.

The proposed border legislation attached with the funding bill included more funding for completion of the border wall at the southern border, prohibits asylum seekers from gaining such status if they entered the country illegally, and reforms the rules on how migrant children are to be housed and cared for.
Congressional Democrats strongly opposed the Secure the Border Act and the Senate, which is controlled by Democrats, refused to even take the bill up for a vote.  As the new budget agreement bill stands, it's unlikely that the Senate Democrats will vote on the bill or that President Biden would even sign it if it got to his desk.  In order to avoid a government shutdown, the Republicans and Democrats must compromise somehow by September 30th or the government will shutdown.
